How do you deal with similar keywords?

I feel like I'm drowning in a sea of information and please forgive me for asking beginner questions.

Let's say I have a main keyword: "safety shoes"

And few related keywords that I want to target: "Light safety shoes", "sturdy safety shoes", "best safety shoes", "best safety shoes for men"

Would you create a separate page for each keyword?

Would you and how would you group some?

If you do group them, what do you choose for the title and H1?

I do not create separate pages for keywords that are this similar. All the secondary keywords are variations/slight modifications of the main keyword which makes the page easy to rank for multiple keywords without anchor over optimization.

I never use an exact keyword as my title or H1 tags i would rather use one that both accommodates the main keywords and doesn't tend to over optimize things. In your case i would use something like "The light safety shoes store for men | Brandname "

When you have so many related keywords already you don't have to thing much about anchor texts while creating links and you rank the same page for most of those keywords.

The pages have to contain your main and secondary keywords and to rank it you need to give backlinks to this pages with different keywords.
If you've to create content that is around main keyword, relevant content and with natural structure.
