I think thats an advertisement, and you can set up an advertisement disguised as a poll

create a question at your profile and when you creating ad choose the question instead of external url

this is a facebook advertisement, that was on the side of my facebook account once i logged in to my profile, i rarely see them, but i dont never see the option to create it, in the facebook ad section

OK, that's Facebook Premium Ads, other then the Market Place ads (the small standard 110X80 Pixel banners), it gives you cool options such as interaction with users, pop-up videos etc, they cost around 10K$ a day for 3-8M Impressions, depends in your territory..
