How do you create multiple accounts for iTunes store?

Recently I've been trying to create multiple accounts for the iTunes Store (without billing information). The reason why is so I can use them to rate my app on the app store and get higher ratings.

I've used HMA! Pro VPN to change my ip adress whenever I'm trying to create accounts but that doesn't seem to help. After a while I always blocked from creating more accounts.

Any advise on to how to create accounts without getting blocked?
