It's run by verising, but the interesting thing is that they're sending this spoofed as hosting companies.

Verisign said, and DirectI confirmed, that Verisign requested registrars to send this email out, and this seems to match the headers, which show that the email came from myorderbox.cxom (which is, I believe, part of DirectI's billing system?). I asked the DirectI rep why they sent this email, and they basically said "Verisign asked us to send this to all domain owners so they could take advantage of it, so we did." When I asked him why it wasn't spam, he basically said "Well, Verisign asked us to."
