How do you build your own private article network with different IPs?

It seems that more and more article networks are getting deindexed so ideally I would like to create my own private article network. I know it takes a lot of time but I think the benefits are quite large. My question though is how you build lots of sites with different IPs? Surely people don't buy different hosting packages as this would cost a fortune so how do they do it?
 
You could buy seo hosting which is actually 1 web host package but you could add different c class ip numbers on that single web host which makes every site look different.

i would prefer hosting from different host at cheap rate between 99 cents to 2 $ max... you can many hosts easily ,,

You should NOT use crap like SEO hosting. Even if you have different IPs and even if your sites are on different servers, a simple WHOIS lookup on the IP will show that they're on the same host. If other factors raise a flag with Google and they look into your network, having everything with the same host will not help you.

Many hosts are even stupid enough (or is it their customers who are stupid?) to actually put everything on the same physical server. This means, most of the time, that all your sites have the same DNS record and the same mail server record. Not exactly rocket science to make a connection there.
 
As DamageX said I don't recommend SEO hosting. Buy dedicated servers.
