How do they remove negative reviews?

that vendor you linked -- there's no guarantee as you only pay upon successful deletion. they don't really guarantee anything.
"guaranteed process" is meaningless term. i have a "guaranteed process" to post a google review. a "guaranteed process" of flushing the toilet too.
98.7% success may just be random number to make the sales page look good. surely everyone here who's ever made a website used similar claims they pulled out their behind.
main package on that site is $2k for gmb optimization...looks obvious what theyre doing. just selling u positive reviews to drown out the bad ones. optimizing the gmb page with things that add positive weight to the ranking algo. likely flagging the negative ones from local residential proxies en masse....and crossing their fingers it gets removed. would not be surprised if after 6mo they ask for more $ to "try again".
if you consider using the flag/report button as "our engineers talking directly to google", then sure, you can believe it. just as much as those seo call center guys saying they work directly w/ google to improve rankings.

3-6 months is a really long time to be stuck in limbo and unless there is a specified, concrete deliverable in the contract that a URL associated with the given review will be removed from the GMB listing in its entirety, it's probably a sham service designed to get people to purchase other GMB-related online reputation management services such as fake reviews or "helpful" upvotes.

Basically, they lure you in with the promise of deleting the negative review but once they fail, they will attempt to pivot into delivering another less desirable service that they know they can deliver at a higher clip. There aren't all that many vendors out there that are capable of delivering review removal services at a high enough success rate so if you do end up going with this particular vendor, just be cognizant of this so-called "sales strategy" that's unfortunately become quite prolific within the ORM space.

If they have to resort to email spam to get people to purchase their services, chances are, they are unlikely to be the most qualified and/or reliable vendor for that given service. Just my 2 cents.
