How do they manage to fool Google?

I have a dilemma with some competitors that maybe one of you has an answer to. I have a pharmacy site for ED and when I google the most common keywords in Swedish, some links come up on the first page that shouldn't be there. When you click on the links, you are sent to another website. It looks like they are hacking other websites and taking over a site. When I check the pages with the right tool, I find that this site has 270 or 300 keywords while I have maybe 20-30.
Here is the printscreen for the swedish keyword " Köpa Viagra utan recept".
The first 4 have somehow hacked the pages and taken over 1 page.

These are hacked websites cloacked to redirect to the hacker main websites,
It's very common with the pharma, movies, freebies, casino, etc... types of niches,
Hacking websites to do that is a rlly sh!t move, and not allowed to be discussed in BHW,
Keep working on your website, build authority over time, and you'll have the chance to outrank them
