How do they do it?

I am trying to rank for a keyword with low competition and for the first site that comes up I did backlink check on it. Turns out it is just linked by a single blog then I went to check backlinks for that site and it had over 1k backlinks from different blog commenting and directory sites. I've read about it before creating a money site and then anchoring it with a web 2.0 blog and then spamming backlinks on that blog to rank up the money site.

Is there any specific tutorial for it? Also, what tool do I use on the tier 2 blog to generate so many backlinks?

They prolly have some 301 redirects going on.

Not 301 redirects they have relevant content on the web 2.0 blog with anchor link to the money site.

I am pretty sure it's not this method as the money site owner also owns the Blog which has the anchor link. It just has a fre filler articles all of which has an anchor link to money site and the blog has around 800 backlinks where as the money site's backlinks are all the blog article pages.
