Are accented keywords considered the same as the non-accented version?

Will keyword match with kéyword and vice versa despite them both being completely different keywords?

I noticed when I search for keyword Google would also highlight kéyword in the SERPs.

And does keyword match with keywords since it contains the same keyword but with an extra letter?

The op is asking how Google treats different, but similar looking characters, if I understand correctly.
The answer is - it treats them differently, but only to a certain extent. You are always better off optimizing for the keywords that you most want to rank for. At the same time, optimizing for the one variation of the keyword should provide benefit for the others.
Of course, anchor text variation is also important, so it is definitely worth it to include all probable ways to spell the keyword in your link building.
