A few avenues to try...
Start researching "MVNO" or mobile virtual network operator.. these are companies that rent the main cell infrastructure in the US from T-Mobile, Spring, Verizon etc...
think Mint Mobile, Cricket Wireless, US Mobile, Visible, Red Pocket Mobile etc... all MVNOs
It usually takes a lot of money and a business plan to start an full scale MVNO, so rather than that you can contact some of the smaller ones to see if you can purchase SIM cards from them in bulk.
I would also research SIM banks and providers of SIM banks, you can probably get lead lists from some of the major suppliers normally they are outside the US or international
Spend time reading and reaching out to people with questions and you'll eventually find a way in
