how do proxy sellers make there proxies?

I wanted to known how to small proxy sellers such as many people on blackhatworld make there so good residential proxies with all those feature such as the speed, anonymous and other things such as https://shifter.io
 
IP addresses can be bought. There are institutions that handle who gets which IP address. So proxy providers can just buy IP addresses as they like (as long as there are any) and use them for their services.

They can use hosting automation platforms to make proxies, such as whmcs.com or ipbot.com (built specifically for creating proxy networks).

Residential proxies are a different story.

They offer free apps and they use the device to run proxy.Same goes for mobile IPs as well, They create a network for developers to monetize their app without ads. it can go to $0.015 - $0.03 per user per month. However the IP will be used only when phone is charging / user is connected to wifi

LOL do you know how much that actually costs? And the few companies that have the authority to sell them don't just hand them out to anybody, it's usually just ISPs and well reputed datacentres. That's not even the same as leasing IPs, let alone proxies.
 
I don't think anyone will share the method. You can search youtube tutorials though
