How do people get this ad live?

Title. They dont own walmart... If I were to put say "walmart" for my display URL, and make my destination URL A cloaked file... wouldnt that just result in a ban?

This looks like an ad from Walmart so don't know what you are saying that it's not them.

There are rules in Adwords. You can't put walmart.com in your display URL if the click doesn't end up at that domain. Yes, it could get you banned if you insist on trying to deceive Google.

url hijackng its possible ive done it multiple times the solution is to use trusted tracker

What jayjay says is right, look up tracking template in adwords. Place your cloaking redirect there.
