You can succeed for long tail kw's with relatively low budget. But for for the big leagues SEO has become very expensive game.

once he has the money, he can find expired ones with ahrefs.
tht should help rank some volume 100 keywords and make 1 sale per month. 10$/month for 1$ investment of the domain/hosting.
