The whole aspect of BH SEO is mainly about building links, on-page stuff doesn't work nowadays, you have to build genuine website(s),
For links, learn how to build/pick the right PBN, and outreach for links from genuine websites, or whatever method is used,
And most importantly, avoid link farms that are sold by 99% of sellers
