How do I set a cctld domain to unlisted on Google search console

A client bought an expired domain with the suffix .go.tz and wants to 301 redirect it to one of his money site.
However on WMT, its shows that the site geo targeting is Tanzania. He wants it to be USA. I have gone through some blogs and say that I set it to 'unlisted' which is not there on WMT. Anyone with experince on how to set it to USA geo target
