How Do I Scramble Images to Make It Like a Pile?

I have images of the front and the back of a currency bill. What tool can I use to automatically scramble hundreds of them to make it like a random spread-out pile of currencies with fronts and backs (the image below is the kind of result I want)? Thanks.

from the top of my head:
one option would be doing it w/ PS layers
place pics on canvas unevenly & rotate them randomly

there must be an easier solution though

I may be wrong but from what I can remember on paint shop pro you can use the picture tube to do this.
