contact site owners to remove the old content and replace with new great content, also adding additional media types (video mainly) and more emphasis on social marketing.
Replace old content with good and unique fresh content.
Analyze your backlinks. try to remove all bad backlinks.
Then build some good backlinks.

Don't Remove any links from the past. Don't bother with Disavow tool. Look at your search phrases that you've been hit for. Study the phrases - what do people who are typing in those phrases in Google want to see in Google Results / what do they want want to read? It's going to take a little more effort than the good old SEO methods but it's the way to go. Put yourself in your searcher's shoes. Re-write your content on your targetted pages based around this. Once re-written, read it yourself. Make the content as digestible as possible to the reader. Put in bullet points where you can etc. link to external sources such as wiki pages, youtube videos to help the reader. Think only about the reader.
See where you get with this. You will see improvements.
Next - start to create profiles on social bookmarking and sharing websites if you don't already have. Spend some time on your profile, make it look genuine. Then share your website content on here.
The next step - people behind the website is a big thing with Google - set up or improve your Google plus profile and add authorship/publisher markup to your website.
Remove your worst backlinks, use the disavow tool for the ones you can't get down. Change on-page content to be more user friendly... that includes getting rid of keyword stuffing. Then build links with cleaner strategies like guest posting. Submit a reconsideration request with Google after you can prove that you tried to clean up your profile.
