301 redirects seems to always work from moving page 2 to page 1.

I see 10 or 11 slices here which means you are at 9-10% anchor text ratios. WAY WAY too high. Especially if you're using money terms in your anchors. I would diversify a bit if I was you.

PBN's are not good enough as people tell... This is not "God/Gold" technique... In 2014 Private Blog Network were amazing, but now...
301 is for short term.

30 PBN's should have a significance in your rankings. This to me sounds like your content on your PBN's are not resourceful, worth looking at, or just plainly not good. Start with the least competitive keywords in your PBN to focus on improving the content, and slowly work your way up to the highest competitive ones.
