How Do I Post In the Service For Sale Section

I dont know if i am posting this in the appropriate section. If not forgive my undoing.

I need to know the conditions that are required for one to post in the Service For Sale section. I know that before a thread goes live, one need to make a payment for it. How does one do all these things?
