Most people want to read, not contribute. This depends somewhat on your niche but, in my experience, it's pretty true across all niches. In my experience, spammers are the only ones excited about an opportunity to post stuff. Forums are hard to get going unless they're very niche specific and there isn't much competition because there are generally other content rich forums that can be used instead.
As the other poster said, get some content on there first. Pay some people to go in and answer/ask questions so it looks like it's being used. Then people will be more likely to join and post.
Best way to populate any forum is Leeching other forums posts, and rss feeds from other specific niches. That is the only way. ANd get page 1 for competitive keywords always help.
while leeching, if your forums vbulletin purchase or get a cracked version of vbseo. This will help boost traffic once the posts are indexed.
Give people and incentive to post, maybe a monthly prize for members with over a certain post count. You could pay people to post on your forum, so once members reach x number of posts they make x amount.
Tell everyone you are going to start charging for the information on the forum, but tell them they get in for free if they have x number of posts by the deadline. Make sure the information is stuff that the people really want, and that will get people to post.
