How do I optimise for 16 keywords on 1 page?

You don't really. You probably could theoretically, but really any competition that goes after a smaller subset of those words is going to blow you out the water.
I prefer not optimising for more than 2, 4 at a push. I certainly wouldn't go for more than 8 very closely tied phrases/words.

Are the keywords closely related to where you can use them in context with one another? Can you use other descriptive (I like to call them supporting actors) words to help clarify one keyword and lead it into the other keywords? Just a few things to think about which always help me to create my content with multiple keywords. I like to put all of my keywords I want to use at the top of the page, then underneath that my supporting actors to place around them. Then I figure out how I can link the keywords together with the supporting actors in a relevant way. You don't really need to use the keywords to many times a piece if they are closely related.

I would say, this is very difficult... Moreover it won't give you results.
If you somehow manage to insert them all, you cannot grab SE's attention for every keyword. So, its better to create multiple pages for these keywords and optimize each page for 2-3 keywords.

Why dont you add 16 pages to your website each targeting one keyword. Also do this in a silo structure. Did this to my main site and it works good. This way your main page can rank for a few keywords then the rest of them can rank with the help of deep linking. This juice is then passed to the main keword/homepage.
According to me you should write article of around 1000-1200 words.. Divide this article in 4 paragraphs( around 250-300 words) and choose 4 related keywords for each paragraph.. In this way you can use 16 keywords in 1 page.. IF you have some confusion then you can pm me..

It can be done, because I do it. You'll need to write all content yourself and use good internal linking structure, good onpage SEO and lots of backlinks with good variations of anchor text.
But if you only have a little wordpress site just do up a new page for each search term as everyone above says.

yeah that is right you cannot handle at all
so you need team for this sort of work and think 1 keyword as one seo hurdle and multitasking of your team will help you in managing multiple keywords.Remember you need proper link building plan for each keyword

This is exactly what i would recommend you do. Then backlink each page so they can rank. This way your site will still rank for all your keywords and it will give your site a lot more authority than if you only had a one page site.

Wasn't a question to me but I'll add my answer as it's relevant.
I find ranking my home page for more search terms helps me greatly.
I run a big travel site, and having customers land on my home page and navigate their way to what they need gives me more bookings of people's whole holidays, rather than them just booking the product they entered my site for.
Although I wouldn't advise this unless you know your site and it's navigation structure very well. I also have a horizontal, vertical and picture menu.
I also wouldn't recommend this method unless you understand bounce rates and time on site thoroughly and have at least 6-12 months of figures to compare any changes too.

you don't need on page just anchor text link build if it's low comp you can rank easily.
if its high comp you can rank too
