I have been working with Google my business from past six months and can optimise listing in the top 3 pack and also list them in categories different to their business.

1) I reside in a area where very few business have website so I'll hook them up new website and Gmb and charge monthly

2) Tell them I'll get them website for free and they pay for gmb optimization and for leads and charge monthly

I don't think It works like this , but local I would charge around 150$ every month
