How do I make a Google Developer account properly?

Apparently you need to provide:
your experience with the Play Console - I have none, is it okay if I just type that?
A website to confirm your identity - wtf? Can I just send them my personal neocities website that has nothing to do with videogames? Or my personal page on social media?
Also, considering that I am from Russia, is it safer to just use a number from another country?

Are there any other stuff I need to look out for when I make this account? Because I asked someone else to pay the sign up fee and I want to make sure I get it right the first time. They're not THAT pedantic are they?

If you don't have any experience with the Play Console, it's okay to simply state that in your application.

That said, I have another question. I had someone else pay for the fee and now Google is asking to verify "personal details" with an ID or documents.
Does that mean I have to use their documents?
