Hello, dear friends. I am registered on many forums. I know there are many people who run good websites.
But I don`t understand how to look for them effectively.
Maybe there are any other social networks or smth, where people who run websites are hanging out?
Please, share if you know such.

Have you tried reaching the owners through social media? LinkedIn would be a great way to do that.
 
There should be a site that shows you all the website domain info

Most Websites got "contact forms" or email-adresses, always worked for me, not everyone will respond but the most people will be happy enough that they even got contacted about their website:D
 
90% of the members here have atleast a website and running that...so what's the purpose of the requirements if it's really a required and a good service which website owners might like it...yes you can request and contact the memebrs here and build good reputation over the period to get some good success..Good luck.!

Well, it's an old tactic, but consider scraping whois or hiring someone to scrape whois for you. You can get a huge list.
 
Why you want to look for owners?
As other suggested do a whois checkup
 
You can use the good old contact page on websites. Easy
 
May be checking the whois record of the domain name would make it easy to look for site owner details.
