How do I know Twitter email account?

Hi. I am interested with the twitter account registered back in 2009 which has no tweets made - nothing at all. As I understood the owner has no need of this account so, how can I see the email of this twitter account and is it possible to hack the account as far as the owner did not use it for 6 years already and I doubt whether he will use it in future.
