First of all I would say you were penalized meaning you need to clean up your links before you start
adding new ones to your link profile.

Anytime you use a SEO service you are running the risk that the network the company is using to raise your ranking
will also be smacked and at that point you are directly hit too. However that does not mean all services are bad and some are more
high risk than others.
