Domain was showing as Redemption Period yesterday and is now showing as Pending Delete.

What are the best steps to take to increase my chances of grabbing it?

If you really want the domain I would backorder it with snapnames and namejet since they seem to be the best drop catchers. I think it costs $60 or so if they manage to catch the domain for you.

However if there are more than 1 person backordering the domain, it will go to the highest bidder.

You could always try placing a backorder at godaddy and other registrars that offer backorder services to increase your chances. Just keep in mind that some will charge upfront and if they are not successful in catching the domain for you, they will usually credit your account with a backorder credit.

Does the webmaster still have any control over the domain when it's reached Pending Delete stage?

Snapnames and namejet but keep in mind that it's not 100% sure they'll succeed but they stand far more better chances to get it than you ! Trust me

Once its in pending delete they are not able to renew it or transfer it, so you won't be able to make a deal with them now. Your best bet is to just get it back ordered with snapnames or namejet

First not all names go to auction, most names are just dropped. People tend to get emotional when they see a name about to be dropped by the registrar because it is the name they want or already have the .net for. The name porn for instance would go to auction, where the name jimsonlinepornsite probably will just get dropped.
Another point, do a whois search on the name, the dates are posted on the whois, but more important, the sites, snapnames, namejet, etc are owned by different registrars and used to sell after market domains.
