How do I go about Promoting Apps on Twitter

I often see account with similar traffic to mine posting links to apps or a website promoting apps. I'd like to try this out too, but don't know where to get in contact. Is there a network for promoting apps I'm unaware of.

For starters you can use this hashtag on Twitter to get introduced to other app developers, #ratefriday.
When you get good reviews and ratings, the organic growth will automatically kick in. Not sure about app promoting website though.

I don't want to promote my own apps. I have millions of followers and want to get paid to promote other people's apps. I'm guessing there's a network I don't know about to do this.
