You should need US passport or LLC (and then ITIN or SSN document) to create Tiktok for Business account.
If you have a US-based Tiktok account, there are 2 ways you can create Tiktok Shop.
1. Create Tiktok for Business based on your Tiktok account.
2. Link your US-based account with a Tiktok for Business.

These are step by step to do it.
1. Create a new browser profile
2. Add VPN and change it to US
3. Do these following step from Tiktok guide
Method 1: Register a TikTok For Business with a TikTok Account
On the TikTok For Business Log in page
- Go to the TikTok For Business Log in page.
- Click Log in with TikTok.
- Sign in to your TikTok account, or create a new one, and click Authorize.
- Then select Create a new TikTok For Business account, agree to the terms and conditions, and click Confirm.
- Next, create a TikTok Ads Manager account and click Register.
- Then from the Welcome to TikTok Ads Manager page, finish creating your ad account.
Method 2: Link an existing TikTok For Business account with a TikTok account
From the TikTok For Business User Settings page
- Go to your TikTok For Business User Settings page.
- You can also access the User Settings page from TikTok Ads Manager or Business Center by clicking the profile icon and selecting User Settings.
- Under Settings, go to Personal Info, click Profile, and under TikTok Account click Link TikTok Account.
- Either log in to your TikTok account or sign upfor a TikTok account.
- If you receive a notification that you are "Unable to link" because the "TikTok account is already linked to another account," click Log Out and try linking a different TikTok account.
- Once you have successfully signed in to your TikTok account, click Authorize to give TikTok For Business access to your TikTok account.
- Once the accounts are linked, the name of the linked TikTok account will appear on the TikTok Account field on the User Settings page.

Right. You have to have an bank account with the SAME NAME as the registered document to withdraw money. That's a big and important thing.

yeah. It's around $200-$400.
so I suggest that they should try Tiktok shop for creator first.
It's more easier way to make money on Tiktok.

yeah. so I believe newbie should focus on Tiktok Shop for creator. The growing method still the same but withdraw method is more easier.
