How Do I Get Such Links ???

Ok iam in a competitive niche and just ran SEO Spyglass on a competitor of mine and noticed that hes getting some high PR links from the Blogroll/Helpful Links/Footer section of some sites... most of the sites are related to that niche...

I was wondering how did he get these links? Contacting the webmasters?? Have any one of you ever contacted a webmaster for a backlink??
 
He probably owns the other sites, and intentionally placed them there.
The other option is what you said and he contacted a different webmaster to get himself referenced.

Also, it could just be luck and maybe the other site owner really did reference his page.
 
Owns the sites or pays for them.. Most likely they are brokered though

Someone offered to give me $75 for one link to his site on a site that I own with spunned content that I haven't touched in a year. I turned him down or refused the offer cause I was planning on updating that site in a month or so.

Charging for links is a good business but I stay away from it, it is very short term and can get you in trouble since those people that pay for links sometimes do some weird stuff.

Could very well be brokered, but you have to watch out with that. Plenty of people will create a niche site, give or buy it a high PR and sell links that end up being practically worthless. Usually a high PR is an indication a site would be good for a link, but you can never tell when brokering is involved.
 
Dangerous stuff to do. Google doesn't like link exchange, the best way to do it is paying for these unilateral backlinks or making a triangle exchange with another website you've got on another web hosting.
