Try different number. If you are locked by Paypal in the login page then try a real physical number/use correct ip for that account if it's a stealth account. I had the same problem a month ago, I didn't try to login 1 week and then I changed my ip to usa which unlock me successfully.
yes ive tried a different number , and the error in the picture is what shows up when i click call

mate i dont know what country you are from because i have never seen a number that starts with +1. But what i do know is that most countries have an alternative start to the number e.g im from UK and a number can start with +44 or 07 and im sure your country has the same thing, try that.
na this was just an example i found off the internet of the error im having no number is working for me im in america, idk what country this pic is in tho i was just using it as an example

Spend the money, and buy an actual stealth account if you are unable to build one at this time. This issue is not resolvable in my opinion because paypal already knows you provided them bogus information. How do they know? Well I have no idea, but you are trying (likely repeatedly) to use illicit devices to register your account. This is one sure-fire trigger mechanism for these guys. They only allow legitimate users a limited quantity of attempts to get this right without triggering internal mechanisms to flag accounts as (NOT LIVING AT THE ADDRESS PROVIDED).
You will likely never unlock that account in my opinion. Of course - I only use my legitimate paypal account anyway, so I have no need to play these sorts of cat and mouse games. I do recall it can be quite frustrating though even just with some social networks. Good luck MalachiX!

thank you for the good response, is there a way to get stealth accounts with no 21 day hold?
And you say illicit devices, im guessing a vps counts right

also from that screenshot you can't possibly tell that it's +1, +10 something or +100 something
i'm pretty sure about that, they may even tell OP where to buy stealth accs with no 21 day hold

Chances are pretty good that your actual VPS and/or VPS Provider were somehow internally flagged by paypal perhaps due to mass account creation attempts by yourself or others using the service. This could easily happen - particularly if you discovered your provider as a result of a query regarding something like "create mass paypal accounts" or similar types of queries either in search engines, or on forums. Because many others will also have found the service that way a large quantity of people could be performing similar account creation functions and ultimately getting an entire IP pool flagged or a whole datacenter, etc...
I'm surprised nobody has popped in here yet offering to sell you something. The guys with the real information about this are definitely around here somewhere. Perhaps check in the marketplace, but do consider that even with the 21 day waiting period - the sooner you start the sooner you start earning that money again. Good luck MalachiX!
