You can use 301 redirect to a new domain, Disavowing links is not 100% sure that you have removed all the bad backlinks, make a new domain for a fresh new start.

I run application service website and have lots of "powered by" links, it was ok to follow. Someone suggested me to use "nofollow" because google thinks it's spam.

It is difficult to back the position. You should be deleted all bad links first and then you should build your link again according to white hat seo. I am not sure that this process will work or not.

In my experience if your site is related with doctor prescribed medicine or like HGH site then the SEO of the site is tough.So then there is no problem from you.You never shine with those sites. If not so ,you may write quality article and post many site and also guest blog comment.may re-get result soon.

I think I would really agree with you. I have a site deindexed just recently. I've already spent much resources on this. But I have to accept the consequences for not dancing with Matt's music.
