You could try scraping tools -- Google them or check for them here on BHW. Most scraping tools I've seen pulls contact pages but I bet you could pull email addresses as well with the right keywords like "plumbing companies [local city]".
Alternative, you can look for company that sell lists. InfoUSA or ReferenceUSA are some options if you are in the states.
Anywhere that local businesses put email addresses is a great place to scrape them.
Directories like yellow pages are one option, as well as review sites like yelp, but there are lots more:
Local event sites or local conference sites
Sites specific to the company genre/niche (if you're trying to contact software companies, look up places they share their software, like app directories such as Google Play/if you're trying to look up hotels, look at tripadvisor or priceline)
Any site where multiple companies in the same niche sell their products
Local biz organizations such as small business associations
Any gov site that shows recently registered business
Linkedin searches for specific areas and tie that data into a site like Zoominfo....
Be creative and you should find plenty of ways to get this data.
Do a search for "(your area) business directory" you will find loads of sites listing all sorts of local businesses, then as others have said either manually pull emails from them or use scraping tools or a bot.
