There are some language auto translate wordpress plugins for example: WP Translate, Loco Translate, GTranslate
But keep in mind that auto translate plugins does work but 100% accurate in some languages, so if you can do it manually it'll be the best option.
As a test at the beginning you can use Auto Translate plugins and if you see there is some International traffic then manually translate them.

You should only use human translations for a any content you want to explore online for many reasons. For example SEO purpose and also when people visit the site and they see that the translation is not correct, you will probably lose the visitors and that is not good.

I would personally do it manually to be honest.
There are many multi-language plugins and even themes. Just search WordPress.org database.

You can use services like Mix or reddit to get international traffic. Also you can use plugins for website translations.

the answer of your question that how you will get international traffic is that you should try to use find those keywords which are specifically search in any country, for that try semrush or kwfinder, you will find many keywords, once you find best long tail keywords then you can write articles on those keyowrds and once your keywords will rank in search engines like google then you will see traffic will come from that specific country to your website.
