Thats what makes it a bit tough to find projects ...there are literally lots of devs and designers all around..on all freelancing platforms. I remember a few years ago upwork (previously elance) removed many of the accounts saying that their skills are not unique and that there are lots of web devs or designers on their platform so they made some changes to their algo and removed all those accounts. Disabled accounts actually.

Try creating a wordpress or shopify theme and sell it on themeforest. If those are few of your skillset

start local. Offer to do a site for free for a non profit. Then use that to help gain new business and referrals. Build yourself a site work on ranking it local. Join upwork, fiverr, freelancer to name a few where you can pick up projects.

Here's how I would do it if I were to try getting web development jobs more frequently:
1. Build a website that acts as a resume, but make it creative! (rleonardi.com, findmatthew.com etc.)
2. Word of mouth will be your number 1 client acquisition method, so... how do you get the word out?
3. Start releasing free stuff on your resume site! SEO informational articles, WordPress themes, WordPress plugins, Shopify themes, all of these slowly building your brand. With WP themes and plugins for example, you can easily snag a lot of authority just adding in the footer links.
4. Let it rest, your clients will slowly start adding up. All the time you put into making themes and plugins will start to pay off in other sources of income. Might even add in some premium features into them and make that a recurring income too!

1) Use web scraper to find websites with outdated, ugly designs and not optimized for mobile.
2) Contact the website owner.
3)Pitch them your web design service. Be sure to show them real PORTFOLIOS of your design work.

If you are a developer and can write good code than go for challenging work which other dev has low interest and many of them even can not complete them so you must have good skills.

Besides the quality, we are capable to provide (and ofc we charge a lot more than the usual developer for that). We fish clients based on our capabilities and our Portfolio.
Besides having few nice-looking websites, we have a HUGE worldwide known brand in our portfolio (their local website, yet the brand is powerful).
Keep in mind, having big names in your portfolio can sometimes cost you the lower end clients.
I had a case, where a guy called me for a website, I haven't even heard what he wants, he asked for the portfolio & ofc I gave it to him.
His first response was: Dude, I won't spend your time, having XXX.xx in your portfolio make me think you will charge me a lot and it will be out of my budget. Have a nice day.

As other said, starting local is a option. A few projects for free, then look for GMBs without pages. Restaurants and other little brick and mortar business use Facebook as their "page", offer them a real page and explain advantages. Offer cheap page +12usd monthly for hosting. Page changes at a cheap price. After delivering the product, you can take the chance to pitch some seo or GMB boosting services (resell stuff from reputable sellers from here). Rinse and repeat. Not sure how much money you need to do to live on your country, but oportunities are out there.
