How do I get back the small menu on WordPress going crazy!

Did i miss a few updates? Or do you mean the Gutenberg editor?
If you're talking about the older version hit the plugin section and search for Classic Editor
Try clicking this icon -> ¶ (You'll have more options, not only paragraph but headers as well)
I don't have access to WP at the moment so i can't check but i ain't a fan of Gutenberg yet either again try classic or check all options
Worst case, download any WYSIWYG plugin for your convenience.

I do not know I can not make my text BOLD H1 H2 etc. The option is gone

Switch to the classic editor

You probably switched to a visual editor by mistake. Switch back to classic editos.

I installed the classic maybe my theme do not show that small floating menu
