Which Proxy/ RDP do you work with?
Which proxy : If the Google Ads account creation method is "solid", then, which proxy used, does not matter. Ofcourse, the IP needs to ideally match the country of the Google Ads account being created (changing country of billing in Google Ads, is another story).
If the Google Ads account creation method is "solid", then it is better to use mobile 4G proxies for a possibility of better chances of success.

Any VCC which DOES not show as prepaid, can be accepted for activating threshold in a Google Ads account.
However, if a VCC shows as prepaid, then it does not get accepted for activating threshold in a Google Ads account (but can be used for making manual payments into a Google Ads account).
Disclaimer : Most VCCs will show as prepaid, you will have to source VCCs whose bins show as a credit card or debit card, if incase you want to use VCCs for activating threshold in a Google Ads account.
Do you buy old Gmail accounts or new accounts?
Buying old Gmails are more risky, as their "histories" and "patterns of usage" would most probably trigger Google's algorithms in a negative way. However, farming a Google / Gmail account on your own with the same "patterns of usage" (per Google / Gmail account), may be beneficial. By "patterns of usage", it includes region's IP, device fingerprints, browser fingerprints, etc, etc, etc.
And, if the Google Ads account creation method is "solid", then there is even no need to farm the Google / Gmail accounts prior to creating Google Ads accounts.
