What's the best way to discover brand new business startups (not just facebook but anywhere online)?

I offer digital services to small business owners, and it's best if I can contact them right at or just before their business launch.

There must be some clever ways. Just wondering if you could help me brainstorm. Thank you.

Honestly social media is your best bet.
Other than that crowdsourcing is a good way to go.
