Dependant on the forum software being used you could try using an SEO plugin, designed to optimise pages on the fly. Else content is king and you'll need members to generate this. Possibly worth purchasing a forum posting service to attract other users.

What you need to start is to avoid to use non SEO-friendly keywords, and building a tier pyramid.
Absolutely use HQ links direct, because if you want high ranking with forum you need to be genuine.

1. Add a website with well-thought tier pyramid
2. Add blog based on your keywords
3. Motivate people to stay on the website (improve behavior factors)
4. Motivate posting valuable content

Anyways, I'm afraid you won't be able to skip moderation.

Attract potential visitors from related forums. Make good contributions elsewhere, so you are noticed. All the usual seo techniques are then relevant to forums too.

I have a lot of content now and am still struggling to get more visitors! Any ideas on what I can do to improve my SEO tactics?

Is your content unique?

What makes your forum different?

How do you engage your readers?

etc etc... There are a gazillion communitys out there and people who like that kind of thing tend to be on a couple allready. A few years ago you would have stood a chance, but nowadays a new forum needs something badass and unique to pull any visitors at all!

VBSEO is best if you using vBulletin CMS...

made a thread in your forum that blow your user and sometime you must made a thread or post periodically make it as part of posting it will bring they will come back... don't forget try put social share button :)

Content of your forum must be fresh daily... so you need a lot of members... attract visitors then turn them become new members for writing posts at your forum. Try to go other forums which related your niche then invite its members to join your forum.

Content is one factor in SEO.

What is your niche? It is really important. You need high quality content on your site. Promote you forum on other relevant forums. You can hire few freelancers to continue conversation with your site members until you got huge number of member.

Try to make your forum viral. Put something interesting and buy few social posts.

If you are running your forum on vB I suggest you vB optimise plugin by dragonbyte tech. My friend's forum topics are always rank 1 in google for it's keywords with this plugin alone (each topic not just whole forum!).

This approach might be frowned upon but you could start getting some fake users there from Fiverr who create an initial interaction or you could even do it yourself AS you are promoting it. This way the discussions will be much more probable to be entered by other real users that come around.

Nobody wants to participate in a dead forum and you have to avoid making your forum looking dead even if it doesn't have as many members you can still make it look like it is a very active niche forum.

Invest in getting more users, and getting them to be active on your board. When you have an active forum, with a lot of daily content, it will be a lot easier.
