the video doesn't seem AI generated, the voice defenetely is AI, maybe is revoicer saw a video of their voices and they are really nice!! you can use any free photo editor, any video editor and after effect that is the best one and a lot of time to learn how to do it.

If that is the case, Then the guy who made it fulfilled his job.

I even know and used the AI software this video was generated with, From the first minute I could tell..

Of course, AI does not mean You get 100% full automated video with out lifting a finger, You still have to gather some of the resources you wanna use in your video.
