How do I create fancy titles and layouts?

First things first, I lurked about and didn't find a specific topic that could answer me that. So I really hope I'm not posting a worn out subject... I have almost to nothing skills in photoshop, but have knowledge in Corel Draw. I write well (at least in my native language) and my goal is to build a blog to create content and share cryptocurrency thoughts aimed at the South American market. So I guess I have some questions before getting my hands dirty...
Which one is better for such objective? It does not need to be fancy, only free and practical.
Can I find free layouts on the internet? Or investing in an artist is better?
And the most important thing: What is the secret for a good title? I do want to lure as many people as I can.

If it’s for a blog, pick a theme and try to stick to it. To many times I see blogs that have tons of images that don’t make sense with each other.

I've been trying to find a theme between Tropical and Technology, and thanks for the tip I will keep that in mind!

I can advise on the title. Make it eye-catching, but at the same time let your title speak the truth about your content.
A screaming title that has no relation to the content will do you no good. Make your titles short, but informative.

If you have the time to learn all of this, then it's wiser to spend your time, rather than your money. But if you want things done right away, I suggest that you hire a freelancer who can do the job for you.
