how do i create external facebook app

I see peoples apps when u click them direct str8 to thier website, but when i create one it just stays inernally on facebook, how do i make the app so when ppl click it , it reaches my targeted page on my site?

i just notice these are pages not apps, when someone clicks on this page on facebook instead of going to the facebook fan page it goes str8 to the website?? how
