Hi guys,

how do I create a site like t-nation or muscle and strength. With the main home page, and a forum, store, article page etc, is it some type of cms?

There aren't miracles in this. Or you can do it or you pay someone to do it. No way to built a site without know how to do.

There's a useful tool called BuiltWith which can give you plenty of information on the make up of any site:

http://builtwith.com/t-nation.com
http://builtwith.com/?https://www.muscleandstrength.com/

You'll be able to see what CMS (if they're using one) is being used, any SSL certificates, hosting providers, what JS is being loaded, analytic providers, etc.

There are many tutorials are available in the Internet to make such web site. You need to focus it in one program first like start with HTML5 first. See how it goes, further check the same tutorial in youtube too.

Some options:

(1) Wordpress / Woocommerce / bbPress / buy a $50 theme / buy a logo, etc.
(2) Magento (supposedly the best shopping cart), integrate a forum and blog, theme/logo, etc.

It's actually not as hard as some of the posters make it sound.

But if you don't know where to start, you don't know how to do it. Pay some guy a few bucks to put it together. It can come quite cheaply if you pay for service and don't let him just mark up a theme he finds online. Hire your artists separate from your coder and select your own technology stack and template; it's easier on everybody and gives them no excuse to bilk you.
