What do you mean by blog for music?
Will you write reviews and give out info about bands and such there or you plan on uploading music.
If it's the second and you don't have the rights to distribute the music I would suggest that you find a web hosting that allows copyrighted material, because if you use free blogging platform chances are on the very first report your blog will be taken down.
If you look around here in the forum you can find hosting that allows copyrighted material and it's quite cheap. $15-20 yearly with free domain for the first year.

There are two ways to create a blog. One, get a quick one without any hassles of downloading or installing anything or the second one, get domain and hosting and then upload Wordpress and set it up. Since you are just starting, I would suggest you to use the first method. Go to blogger.com or wordpress.com , create a account there and then choose your blog name and URL and you're done!

If you have no money to invest, you may consider Blogger and Wordpress.com good options.
If you have some dollars, then go for a Wordpress.org install (you install Wordpress on your OWN server and can do whatever you want with it).
The second solution is the best one if you want to learn semi-technical stuff related to web.
If you just want to learn&try business stuff, you can start with the first one.

If you want to create a blog to make money, it's better to get your own domain and hosting, rather than free platforms like WordPress. There are some restrictions on your monetization. If you are using your own hosting, then WordPress is fine. There are many plug-ins and widgets that you can use to help you make money.
