How Do I Convert Blogger Template to Wordpress

I have a wordpress website and I get a blogger template. How will I edit or go about it to make it wordpress compatible.
Moreover, the themes is not uploading on even blogger... This is what it saying

Use the import-export tool to upload the XML file to your WordPress account.
Use media tool to upload the images as well from your blogger account.

To the best of my knowledge you will need to know HTML & CSS for this

you are uploading a rar file...
unzip that rar file and upload xml file in that

You can export the content from Blogger to WordPress so you don't lose your content. Uploading it is pretty simple. For the actual theme/design, you probably have to find a way to code in some custom templates to make your wordpress theme look like your blogger website. Good luck.
