How do I contact YouTube, I'm under attack!

If your weekly earning has been more than 25 dollars for longer than 2 months, you can contact Youtube via Help menu button.
But the thing is, they never properly solve the issue, let alone responding.
So such contact is virtually useless.
I filed formal dispute 2 times, complaining against mistakes made by Youtube and they still did not fix the issue and didn't even bother to respond for more than 6 weeks.
I run my channel as a hobby and its size is small (120,000 views in total) so maybe they only respond to the people with gigantic size channels.
