First, unplug your modem.
Next, you need to change your mac address inside your router. There is a place in most routers where you can clone the mac and then you can just edit it. Once you save it save it and the router will start a reboot.
Plug your modem back in, and by the time the router comes back up, the modem should be back up and you should have a new IP.

No, cookies and browser cache will not be affected.
Funny thing tho, is I once upon a time did mass gmail account creation, got temporarily banned by gmail, and I changed my IP. Gmail still had me on ban, even after i cleared my cookies. Very strange.

Ugh. MAC = Hardware Address. A "unique" identifier so that a piece of networkable equipment can be found via this address and assigned an IP, such as reserving an IP address based on MAC.
