Currently I only have to CL accounts but want to create more and wondering if I need a separate IP address for each new account?

I'd also not say you've to use SOCKS, a proper HTTP proxy is fine for the job as well.
But as sky said, you should use one PVA per IP address and make no more than one ad per 48 hours per IP if you use dedicated/private proxies/ips.
