Hello gurus in the house... I am a bit confuse.

I was thinking of building back link without anchor text so I came up with the idea of doing it this way

<a href="https://www.blackhatworld.com/"></a>

I don't know how google will see it or might even penalize my site for hidden link or something...

From seo point of view is it save? Because I want to build many back link with it to avoid anchor text penalty from google.

It's called naked link. A naked link doesn't have an anchor text. Google won't penalize you for this.
 
Why would they not be able to see this, they will see this fine assuming they crawl the page.
 
Yes part of your SEO strategy should be to include a few naked links as well.
 
To ensure Google sees it, you may want to use a service like speed-links to assist in the indexation of the link.
 
It is always safe to use nake url for anchor text

I have many sites in my research spreadsheet that I've found using this tactic
 
Maybe I should think about including a few naked links too.

Why would you do that, I mean there's no benefit using this over the anchor. But it's still considered as link back.
 
No, There is no chance of being penalized by Google. In fact, using naked URL is Among SEO strategies.

No archor tex <a href="https://www.blackhatworld.com/"></a> - I wouldn't use it as it looks like a dodgy tactic to inject links (image links are fine as users can actually click on them).
