How do Google agency ads accounts get traffic without cloack?

I found such an advertising ads account. in "nature", it does not exist alone. how do such accounts even exist and Google doesn’t delete them? When we launch an ads with enabled cloack, we are banned in seconds, although we cast using these methods 2-3 months earlier for $50,000+/m per account. Google is stormy, but lately too much.
